Board of Directors

The Board of Directors of Sigma Phi Lambda is made up of seven women from the various chapters who have a heart for Phi Lamb and its continuing ministry. 

Ricci Allen, Alumni Relations Coordinator

Board Representative, Ricci lives in Texas.  She oversees the chapters at University of Texas, Houston Baptist University, Lamar University, and University of Missouri at Columbia.

Dipa Hart, Chaplain

Board Representative, Chaplain 1998-1999.  Board Member since 2005.  Dipa lives in Richardson, TX.  She oversees the chapters at Angelo State University, University of Oklahoma, and University of North Texas.

Dipa Hart currently is the Women's Director of Spiritual Formation at Dallas Theological Seminary. She graduated from DTS with her Master of Theology degree in 2004 and from the University of Texas with a Public Relations degree in 1999. In her free time, she enjoys working on her house, scrapbooking, traveling, movies & museums, and reads anything about the above and a few biographies too.  Her fondest memories of UT Austin include Phi Lamb and her college church, Hyde Park Baptist, where she met her husband.  She has been married to Nathan, an avid bicycling enthusiast, for several years now and they reside in the Dallas-Ft. Worth Metroplex.

Tobi McMillan, Chairperson

Tobi McMillan is the board representative for Texas Tech University, Stephen F. Austin University, and Mississippi State University.  She has been involved with Phi Lamb at Texas Tech since she pledged in 1992 and has loved every minute of it.  As an active member she served as pledge trainer and chaplain and then served on the Alumni Council for the chapter from 2002 to 2006.  She is excited to be joining the Alumni Board this year and will be serving as chairperson. 
 
Tobi attended Tech for both her undergraduate and graduate work in Multidisciplinary Science.  After graduating from Tech, she remained in Lubbock and taught high school science for nine years and then spent two years training both teachers and undergraduate students in science education.  This year she is returning to her true passion of teaching high school; she will be teaching Senior Seminar, a course primarily geared toward preparing students for college and career options following high school.  When she’s not doing Phi Lamb stuff or working, she loves to hang out with friends, read, write, travel, drink hot tea, and rollerblade.

Rachel Shelton, Vice Treasurer

Board Representative,  Beta Chapter Vice President, Board Member since 2006. Rachel lives in Dallas, TX.  She oversees the chapters at Texas A&M University, Sam Houston State University, University of Arkansas, and University of Central Oklahoma.

Rachel enjoys tennis, volleyball and long walks on the beach ... just kidding ... She and her husband, Chris, just recently moved to "up north" to Dallas, Texas from New Braunfels.  After graduating from A&M, Rachel went to work for T Bar M Camps for 7+ years.  There, she met Chris and they got married in 2006 (yes, newlyweds!) ... and now reside in Dallas where Chris goes to seminary. 
 
Rachel does like to play tennis and volleyball but she could take or leave the long walks on the beach.  Movies and people are her passions ... oh, and summer camp.  She and Chris are waiting for the day that God calls them back to camping ministry. 
 
Interesting things about Rachel:  she's an only child, she grew up outside of San Francisco, she loves to eat raw cake batter, she puts A1 sauce on her maccaroni & cheese, she loves wearing shorts with long-sleeved t-shirts, she thinks that she's the best girl-driver in the world and she can't carry a tune in a bucket.
 
Rachel loves Phi Lamb and the fact that God chooses to use this ministry on college campuses.  She and 25+ of her Aggie Phi Lamb friends still get together each July for a "girls weekend" ... they've been doing this about 10 years now!

Hillarie Smith, Secretary

Hillarie lives in Austin, TX.  She oversees the chapters at Oklahoma Baptist University, Tarleton State University, and Southwestern University.

Hillarie graduated from Texas Tech University in 2001 with a Multi-Disciplinary Studies degree and taught middle school math for 3 years.  She has been married to her husband, Donald, for seven years and they have a 3 ½ year old son, Mason.  This year Mason will begin preschool and Hillarie is excited to be the new music teacher at his school! 

 Some of Hillarie’s favorite things:  to spend time with her guys, run at the lake, sing in worship to the Lord, play the piano, pray, make cards, and hang out with friends.

 Hillarie has been involved with Phi Lamb since she pledged in 1998. She served as worship leader and chaplain while an active member of Phi Lamb, then served on Tech’s Alumni Council from 2002-2006.  Phi Lamb has been a place of tremendous growth, encouragement, and friendship in her life.  She prays that the Lord will continue to bless Phi Lamb with a spirit of unity, so that with one heart and mouth we may glorify the God and Father of our Lord Jesus Christ!

Cassie Stirman, Vice Chairperson

Cassie lives in The Woodlands Texas. She oversees the chapters at Texas State University, Oklahoma State University, and Ole' Miss. She went to Texas State University where she served as vice president of Phi Lamb from 1999-2001. She served on the Alumni Council from 2002-2007.

Cassie is a interior designer and loves remodeling homes. She also works part time at Anthropologie. Some of her favorite things to do are: being outside with her family, spending time with people, serving where needed and swimming. She has a 4 year old son Cadence, 18 month old girl Greenley and an awesome husband Jason.

It is Cassie's prayer that God will bless Phi Lamb, that it may grow, spread like fire and that MANY girls, for MANY generations, will be able to experience the sisterhood and fellowship that she did. She prays for Phi Lamb regularly and always looks forward to more candle lights being spread.
